APEX Plugin Page

I just noticed that http://www.apex-plugin.com is programmed using php and jomla. Shouldn't it use Oracle APEX?

    Sure. I understand. However, the uploading of the files to a plugin still doesn't work. I left a message asking if this is only a temporary problem but haven't got an answer.
